- Coordinates projects with engineers in other disciplines or with architects
- In conjunction with the primary duty of engineering design, on a less frequent basis performs work in the construction management, programming/base development, and or/operations and maintenance (O and M) functions
- Serve as a Team Leader and cost engineer leading the Cost Engineering Section, with responsibility for planning, leading, coordinating, reviewing, and providing cost engineering technical guidance for all aspects of cost estimate preparation

- Provides or oversees technical assistance in the selection and award of consultant services contracts by preparing the description and scope of work, reviewing submittals and participating in negotiations
- Plan, schedule, and analyze scope, staffing and budgeting for all Civil Engineering & Design activities
- Identifies and recommends training opportunities, provides counseling, and makes appropriate evaluations of work performed by the Pavements Team
